The Network

Globus et Locus aims at promoting reflection and diffusion of critical ideas on the challenges of globalization and governance and to establish a forum where these issues can be critically reviewed and influenced by the concerns of civil society both in Italy and abroad

In this endeavour it brings together, concerned participants from civil society, distinguished intellectuals in different disciplines and international public figures and managers. 

The Network

The present step of the project, Global Governance Network, aims at producing a critical policy oriented reflection on global governance issues and the availability and appropriateness of existing political institutions to deal with these challenges.
The Globus et Locus Governance Network, assembles groups which do not normally meet, combining different stakeholders, generations and pursuits to a cause. Alongside a core member group which covers the various angles of global governance, the network also has a variable group of additional members, meeting around specific thematic workshops and a special place for invited guests. An Interactive Website and a series of thematic publications will be the main instruments for diffusing the ideas of the Network.

Concern over global governance is the uniting thread for the multiple stakeholders, there has rarely been a theme which combines so well a major intellectual question, with history in the making.
However, the appeal of the network lies in its independence of affiliations, critical perspective, interdisciplinary focus and the opportunity for a voice; a European voice and a feed back on the UN System. Nurturing this potential voice is the challenge for the Network.

The Network's Agenda

The work of Globus et Locus on globalization has been geared towards research on the impact of globalization on politics, people and symbols. Its Global Governance Network intends to look at the subject of global governance by focusing on the following aspects of the relationship between globalization and governance:

  • The effects of globalization on national and international political arrangements, in particular the conflicts between transborder flows and the political and economic resources to deal with these flows.
  • The effects of globalization on the capacity of national states to deal with the shifting frontiers of politics, the emergence of a glocal level of interests, identities and representation and its effects on political agendas and discourse.
  • The emergence and evolving nature of global governance issues; the many definitions of a global governance agenda, the particular dynamics of "global public goods" and the search for rules and regulations for the management of these goods
  • The capacity of existing national and international  organizations to deal with global governance issues ; the mismatch between existing relationships of power and representation and the management of global public goods.

Within this large scenario, Globus et Locus will examine the role of the United Nations in the management of global governance and in particular the nature of the present UN reform movement and its pertinence to the central issues of a  global governance agenda.

Calendar of Activities

The first seminar on the issue of globalization and governance, organized by Globus et Locus in March 2004 in Torino, set  the stage for a critical reflection on these issues  and led to the creation of a core group of the Global Governance Network which is now being expanded and consolidated.

In order to give continuity to these reflections, Globus et Locus has proposed the organization of a second seminar "The Politics of Global Governance; Issues and Institutional Parameters" in Turin (4-5 November 2005) which represents the occasion to assemble the expanded network on Global Governance and set the continuous agenda for the network.
